Ok, here's how I solved my problem:
Changed filename back to .zip
Unzipped file
Went into Chrome Extensions and checked developer mode
Choose "Install unpacked extensions" and pointed it to the unzipped folder.

Thank Christopher. But I got error 'This add-on could not be installed because it appears to be corrupt.' I've no idea

For me it woked in the following way:
Unzip the script "waze.user.js" for FF and copy it in the folder of the FF greasemonkey.
On my PC it's:
C:\Users\[my User]\AppData\Roaming\Mozilla\Firefox\Profiles\1rj2o1vs.default\gm_scripts\WME-extended-tools

Allow All Drives doesn't appear to do anything to me, Chrome still gives an error, Firefox the same I assume, I tried in both and neither did anything. I am a Level 4 editor.

I am also using FF16 and no problems on this function. Be sure you did a permalink to refresh the page to ensure the new script loaded. Maybe you have another script conflicting? Maybe try to disable all but this one?

Oops, I tried to use the Chrome .js in Firefox, which didn't work. Now that I used the FF zip (duh), working. Hopefully there's a Chrome fix in the works, I've always found Firefox slower and more problematic, but good to have a solution for some mass cleanup available now, I'll use Chrome for the rest.

I've been trying to follow this discussion, but one thing that isn't clear is whether the allow all drives is being restricted by Waze or by the script itself. If Waze's recent permission change disabled the function, there's probably no way to restore it, but if the script editor decided to restrict it themselves then surely it can be bypassed.
I ask because recently I requested and was granted Area Manager status for my entire state. The object was to clean up all the small un- or under-driven towns with no direction or one-way streets that were really two-way. With the previous editor I could fix an entire town in less than 10 minutes using "Allow All Drives," "Suppress Unneeded Junctions" and some manual editing. Now the process takes much longer, and it's all the more painful because I used to be able to do it a week ago.
I took a fast glance through the script, but I wasn't able to determine how it's deciding to display (or not) the Allow All Drives function. Can someone let me know if it's possible to restore this to AMs (now level 3)?
Thanks.

Drag the file into a regular Firefox tab, not the Greasemonkey tab.
