"The selected city has no geometry"

I get the same error, different area though.

I'm getting the error "The selected city has no geometry" whenever I try to edit roads in Louisville/Jefferson, KY. I can still edit roads in any of the surrounding towns I've tried in Jefferson County (St Matthews, Shively, etc, for those who that means anything at all to). Has anyone else seen this error?
