Might this have been done in "pave" mode from the client? If so, until the driver goes into WME to complete the process (if he even knows to do that), they will remain in red in the editor like this, and not appear on the client map.

It looks like somebody actually went into the editor and did some work with geometry and connecting segments but never named them.

It is because people can use pave in the client and it's never explained to them what to do next unless they go the the Waze website. The client needs to make it clearer to users that there are other steps to perform. Same with adding cameras.

No, I don't believe it's because of pave function. More likely it's something like 'look mammy I can draw roads too!'
