The nearby UR turned around through a parking lot, and I think he's complaining about the lack of parking lot roads.
But try as I might, I get "error occurred while saving" when trying to connect the following segment to Main St:

That segment appears to be corrupt. I can connect segments to other nearby segments as well as junctions as both ends of that segment. I would delete the segment*, save, redraw and connect up the parking lot road as you are attempting.
*We do not recommend deleting segments very often because that deletes all speed data necessary for accurate routing decisions. This is a rare circumstance.
