Only one stop can be added to a route with that method. Currently there's no way to make a route with multiple stop points in waze.

First of all, you turn off caps lock.

Secondly, you plot a route to your final destination. Click Go.

Thirdly, after it has created a route search for your first stop. Click go on that, and when the pop-up appears, hit "add stop". Repeat for all stops chronologically.
