Map Chat/Message in the Sacramento Area

It can't be just me but how come no one chats or messages in the Sacramento area? I know most of us are using Waze for directions and probably concentrating on driving but I can't tell you how many times I have tried to chat with someone around the area and no one responds. I drive on HWY 80 every week and I always try and chat with someone and get nothing. I even try to chat with people on surface streets when I am at a stop light and still get nothing. What's the deal Sacramento Wazers?

I just posted a thread on how the chat is just so wonky that i dont know how anyone uses it. The feature is very poorly implemented and makes an actual chat impossible.
