I got some clarification from Waze about this. Shirli says "
You are not supposed to notice any change in the livemap until the livemap tiles will be updated (might take some time - tiles are currently updating in the client but not in the livemap due to the new infrastructure)."

NA hasn't had a LiveMap update since the new infrastructure took effect in June. It's accurate for routing but not visually as a map.

I drove through the affected area, today, and on the client, the entire area appears blue.

Holy Moses! We see that here as well, where large waterbodies are not rendered into the clientmap. (That faint grey spot in the middle is a small island near Amsterdam).

The problem persists after the Map Update. Checked the area today.

In the netherlands the water is back.

But not on the most-zoomed-in level. If there is no road in the tile it isn't generated and stays white.
