The segment is locked....how to unlock it

I am very new to waze but I begin to enjoy doing the map editing. However can anybody help me to solve this problem.."Turning right is actually allowed here" but I could not change it.
" This segment is locked. You need to be a level 3 editor to edit this segment."

Another helpful hint -- WME (Waze Map Editor) works better in Chrome than in Firefox. For example, in Firefox, you will find it next to impossible to select a segment that runs due east/west; that bug is what sent this avid Firefox user to Chrome for all Waze-related activity (but I still use Firefox for everything else ).
