Update requests are only visible in Cartouche. I read the update requests in Cartouche and then use a bookmarklet to bring that area up in Papyrus and fix the problem, then go back to Cartouche to close out the request.
The little red teardrop things you see in Papyrus are Map Problems. Papyrus puts these in there when it detects GPS points that don't follow roads. A heavily used U-Turn that's missing from the map can make them come up. Also if you have a road set to one-way and there's a lot of traffic going against the one-way, a Map Problem will come up. As far as I know, you don't get any points for resolving these, other than the points you get for the map edit.
