So, not that I'm impatient or anything but how long until I get my extra cone? 
Do I need to ask someone politely for it, beg, plead? (Cos I will you know...

From my experiences it may take some days until it shows up.
Edit: Just checked mine again - 5 days after I first saw the jump in the dashboard I now have the additional cone and level.

24th February since I broke 100K and still no extra cone!

I see. When I jumped over 100k I wrote to areamanagers@waze.com and also requested country-wide editing. Not sure if that still works though.
