I should be clear that Rte 9 is not divided/high speed in all sections...but the DOT does show it at the same level throughout, so this leads me to favor not making it a major highway.

Remember that Waze also considers transit speed when selecting a route, not just road type. My preference is to leave numbered roads as Minor Highway; doing so mainly allows the routing engine to consider this road mid-trip, rather than disregard it. Waze will still give precedence to a quicker route, if one is available.
