Map tile or layer not available in some part of the map.

I m in the process of doing some editing where I come across certain section of the maps, there is no map layer in some of the tile. what I see is just a white layer with icon of no camera on it. From what I know that show the layer of the maps was missing or not available. This problem does not happen in a standard mapping procedure. I hope some have any idea on how to solve the problem.

No la, that one is consider military zone/no flying zone so that's why no camera allowed... :lol:
