You could do that by synchronizing your phone's contacts with a Google Account. Or you could use an App like Evernote.

In case you want to enter an address in Waze's LiveMap, then start Waze on your phone and navigate to that address without entering it there: You can't.

...yet? There are rumours that in future versions your favorites will be managable from the Waze web site. Maybe they will also offer a function to plan a route in the LiveMap and then synchronize it to your mobile device. For the time being, this is just not possible.
