When you uninstalled did you go into the files and delete the Waze folder(s) what happens is that often when you uninstall a file it will leave some user files until the space is needed, or in case the user re-installs. But if one of those files is corrupted but present when you re-install then the app the corrupted file is still there and thus the problem will not be fixed.
Uninstall, the go in and delete all the data files from the permanent memory. Then re-install and see if it works.

samsung galaxy 3 SCH-i535 from verizon with all updates - installed waze and it opens then freezes and shuts off. i have used waze with a dozen phones and never had this issue. downloaded and uninstalled several times from google playstore.
