Points for responding reports

How do you get 3 points for responding you reports?

I wasn't sure if its when a hazard, police, etc. pops up and you respong by either not there or thanks.
Or can you just click on the hazard, police, etc. and click the thank you or comment.
or somehow else?

Not 100% sure how it works now, but I've seen this:
There was moderate traffic reported. I reported standstill. Other event was updated and I got 3 points

I have seen the 3 points awarded when you are creating new reports and you have made too many reports in a short distance or short time. I have not seen anything to indicate the actual distance or time limit for creating reports before it drops to three and then actually prevents any more reports until some additional distance or time.
