I've noticed two things about HAZARDS I'd like to see changed. Why can't a car be stopped in the middle of the road. When we click on the road option, STOPPED VEHICLE is not an option, but if we click on the shoulder option, it's there. Granted, on the highways a stopped car in the middle of the road may eventually become the bigger issue of an accident (give it time), but when you get to the smaller streets in a city (downtown, or the major 4 lane highways that have traffic lights, parking lots, etc, a car can be stopped in a lane of traffic.

CONSTRUCTION is the exact opposite. Construction is not in the "shoulder" option of hazards, it's in the "roads" section. It affects drivers, no matter where the construction is. If it's on the shoulder for a mile, then that doesn't allow a vehicle with mechanical problems to get out of the lane of traffic, then we have the above scenario happening. But it also affects wazers because the lanes get closed, or squeezed together. Also, construction zones on the shoulder put people on the road, for which we need to be aware of.

Not every combination is going to appease everyone. Might I suggest accident. The type of report (out side of traffic) has no bearing on anything but the icon shown on the client. I don't think I would blame anyone for saying a car in the road is an accident (or at least one waiting to happen).
