It is possible to edit under a username that 'does not exist' in the forum. This makes it impossible to contact the user.
If their username does not exist in the forum, it should automatically expire in WME

The username is what ties all functionality together for registered users.
They post, score and edit based on drives on that account
Nothing stops them from adding a second dummy account just used on the forum though.
The problem is that lots of users use secondary or throw away email addresses that they never monitor, so sending them PMs is utterly useless.

Forgot to add that when you register, a forum account is created and linked to your Waze account.

I'm not talking about users who do not respond to PMs. I'm talking about users who's accounts 'do not exist' (that's the error message you get if you try to PM them) in the forum. It would be simple for Waze to suspend editing if there is no matching forum account.

Is this specific account a 'world_???' or 'usa_???' account ?

No. It's an actual user.

The forum username and wazer name can be different. It is rare, though.

Yes, but having different Wazer and forum names causes problems. Hence my suggestion to suspend the Wazer name if it does not exist in the forum.
