Fixing user reported problem of U-Turn not allowed, by simplifying the junction structure per the Junction Style Guide and other threads on unallowed U-Turns on divided highways. However, the highlighted segment is the only one locked, meaning its endpoint won't join with the new junction.

please disregard. it would seem that the universal handling of divided highways and uturns in alabama is to allow them. perhaps it won't result in more client-based reports. thank you.
