The traffic jam data (the traffic info that is shown by a road color and gives the speed of the traffic) is solely generated and updated by Wazers driving those segments. The speed that every Wazer is travelling is passed back to the Waze server(s) for the data to be analyzed against historic data. Using this collected data, Waze can present the traffic info on the map, update Wazers that are on that route with a current ETA, as well as re-route around the traffic with a faster route.
No Wazers = No traffic info.
Few Wazers = Some traffic info, but may not be enough for accurate ETA, routing and re-routing.
Many Wazers = Good traffic info, good ETA, good routes, effective re-routing around traffic.
