Both permalinks are the same. I think the first is not correct...

Everytime a user clicks on "not there" there is a counter somewhere on the radar database that decreases. The old old editor (cartouche_old) could show that counter. I think I read somewhere that it would only decrease to 1, so an editor could decide to delete it. But from experience here in Portugal, I think it does decrease to 0 and goes away from the client. If the radar really exist, I think if you touch them (move them around, change the speed to something then back to 0) if may recover it back, but only on the next map update I think.
