How to report road closure or freeway exit closure

How do i do this for roads or freeways that are closed between given hours?

In southern california there are quite a few freeway junctions that are closed at night for construction, but without detouring me beforehand i'm literally stuck in traffic for A LONG TIME. I report road closure, but in the morning the road reopens, and any Wazers that attempt to follow driving directions at night, will be lead directly into traffic.

This requires time-based turn restrictions that Waze does not yet support. There are recent treads on this topic to review options you can check for further advice.
