I agree and have been trying to drum up support and pressure Waze to modify their traffic algorithm for months. In no case should the data from a single Wazer impact routing for other Wazers. Waze should require current data from two or more Wazers before creating or clearing a jam. They could have an exception if a manual traffic report is placed. In that case the Wazer is basically confirming the traffic jam by placing the manual report.

If there are no other Wazers there are no need for any traffic jams and/or the data is stale.

The other thing of note is that with my suggestion to modify the traffic algorithm, I note that there could be an option to 'confirm' the jam with only one Wazer adding/updating/deleting the jam if they also place a manual traffic report. This way Waze know's that it's really traffic since the end-user has confirmed as much.

One Wazer could have pulled over to change a flat tire or something, bringing the average speed down, then another one came behind him and neutralized it.

Waze prefers for safety reasons to rely less on human interactions.
