I'm not sure Waze can be the problem necessarily. It simply relies on what the OS reports for your position from the GPS chip. Waze doesn't interact with the hardware. You could use another tracking app and look at the drive trace for that app to see if it deviates from time-to-time as well. Waze is just a little more picky about going off the route it expects because it needs to reroute you when it detects you're off the expected location.
