Of course if all alternative routes include one of several toll roads there's then still no way to minimize toll charges since with a simple check box Waze wouldn't know how much each toll would be. The best it could perhaps do is to minimize the distance over toll roads, and hope that shorter roads have lower tolls.
I suppose ideally the user ought to be able to program his/her willingness to pay for travel time reductions so Waze can do a trade off. Somehow I don't think that is going to happen.
