who is the user "arceurope"?

Long-term-consructions. delay on the live-map.
So i think its an another traffic-data-provider, which cooperate with waze.
Reports from arceurope also in france.

But the name "arceurope" is unknown too me.

But the reports exist in waze live-map and so there must be a person which knows
