Waze does not currently support time based restrictions (turns/directionality/etc)... This is covered in several places in the forum & in the wiki too... Please search before posting next time.

Hour restrictions on roads

Was trying to fix a user reported map error. I'm pretty sure they couldn't make a turn cause 2 hours of the day 4pm - 6:30pm M-F you can't make this one right turn. No way to account for this I assume.
I have to say I run into that issue quiet often.
