By switching the display from portrait to landscape?
This happens when your GPS is way off to the side so Waze orients your car arrow sideways or at other odd angles I've seen it many times. Usually, the display is also a bit stuttered while this is happening.

I read this as they want it to state 'Vehicle Stopped' rather than 'Car Stopped,' not vehicle type.

"hey when getting directions to 20015 south east third circle camas washington 98607 , I found that there's a few roads missing I can't fix it myself paver button isn't working on my waze. there is a gated community right there that is missing a road also.
the gate code is press the key button twice than 1353."

This is in Oregon. And it's misspelled. And what does it have to do with "missing bridge overpass?"

This was for a bridge lift to allow a large ship to pass under. Traffic jam report? Maybe. Map issue? I don't think so.

Yes, that one. I've suggested it in other similar "grammar" threads in the past, too. It is grammatically correct and keeps the information in the necessary order.
