Level 4 editors can disconnect roads just about anywhere; e.g., to divert Wazers from the escape route and onto the roads most likely to be used by first responders?

In a perfect world, mapping to this level wouldn't be an issue, but since p-lot segments don't behave as one would wish them to, and our GPS receivers aren't accurate enough, this is just a waste of talent and time that could be spent working on real roads.
