I looked at the Chicago map and have to agree, they went overboard with the NHS designations in some places. But at the state level the maps seem to work pretty well.
I would support this as a general guideline for the wiki. Looking at the Boston area, I would probably downgrade about a third of the red roads to minor highways but I think it's a decent starting point. However, any instructions we put on the wiki should make it clear that it's a guideline, not a firm rule, to avoid having new editors going through changing all the red roads I decided to downgrade back to major highways.
