Did you search for this information? I'm pretty sure it's available in the Quick Help box on the Support page and also in the FAQ found in the wiki.

What is the quickest way to earn points because now I have got all the preset goals hit? Surely not doing hazard and police sightings can't move u up in ranks how do these ppl have retarded stats!?
