how can i edit map if someone locked it?

i'm sure that's my home address, and the address is not as the users updated.
road name, type, description and street name, city also wrong, but i still couldn't edit it even that's my driving route, just because previous wazer locked it.
i would like to know how can i edit, and is that anyone to prevent wazers using lock?
