I would like to have the option of avoiding toll roads.

Already on the road map. No specific ETA of when but most of the work is already done to support this. (it works in Israel today)

Probably the same time, or nearly the same time as the rest of the world (except Israel). We don't know.

Dear Waze,
Can you please implement the avoidance of toll roads ASAP? (make it your number one priority)
I feel it is severely crippling your ability to grow and be a valuable GPS resource for users. Especially in Australia where cities such as Sydney have so many expensive toll roads that using your app would be costly and inappropriate to use on a daily basis and in the long run, and hence you will not develop a strong user base and will loose wazers immediately after a few days of using your app, never to come back, thus destroying the community that you are trying to create. That lack of confidence that new wazers have in the ability of your app to provide quality navigation is a major failure of your software that will have them opting to pay for services like Tom-Tom, as they know it will pay them back in the long run.

Toll road avoidance will be here when its ready, hopefully this year. However I would disagree that it is number one priority! Service stability, whilst better, is still below par and should be above toll roads in the pecking order.

And trying to monetize (make money) is going to be a higher priority than toll roads. If Waze goes under then having added toll roads was pointless.

Waze said that they don't have a problem monetising their system. From a business point of view, I see waze has at least 2 IPs they can monetize, map tiles and live data. Both of these rely on an active user base. In one of waze's videos, they said that "in areas where the user base is highest, the map tiles are the most up to date compared to any other company". The one feature that is hindering their uptake of users is toll avoidance.

Both are effectively dead ends, becoming increasingly saturated, to paraphrase Di-Anne Eisnor in
TWiST #226. That of course doesn't mean some money can't be made, it just isn't enough to be a primary source.
