please read the wiki. From which country you are. Is there à basemap? If so, you don't have to add housenumbers. Waze uses an external database for routing.

Hi.
I'm in Norway.
What does it mean that waze uses an external database for routing?
Waze is amazing. Thanks!

In countries where the Waze map started with an imported base map, when you navigate to a street address Waze passes your request to another provider on the back end. This provider returns the GPS coordinates to Waze so that Waze knows where these destination is located and can route you there.
In countries that did not start with a base map it uses Waze mapping data. In most places there have been few to no house numbers entered on the Waze map. So if Waze doesn't have the address data it will route you to the middle of the street. May not be ideal of the street is long since you could be routed many blocks away.
There is no house number input method in Waze Map Editor. You can still use the old editor Cartouche for this. We don't know what the longer term plans are in regards to Waze supporting this.
It's of my feeling that Waze does not consider a country fully support unless it started from an imported base map...
So in Norway (no base map, I believe) you will have to depend on POI data or pan the map and use the tap and hold method to route to the exact location. If you travel somewhere regularly you can create favorites.
