I have a
HUGE problem with Area Managers losing rights to override a Country Manager lock. The whole point of being an Area Manager is to be able to edit an area you know very well, while a Country Manger is editing is areas they don't know well at all.
Also, since the change in locking policy, there are still many roads that are locked based on the old policy (lock everything) & not on the new (only lock high-value roads).
We have a big problem with out of state Country Managers locking things that shouldn't be locked. I personally have run into the following Country Manager locked segments:
1) Random side streets.
2) Ramps between two different Interstates & not actually connected to the highway on one end of the ramp.
3) Freeway segments with a disallowed continue turn.
4) Ramps with out names (No Street is checked) when they really have an number and name.
5) Ramps that in real life prohibit crossing the highway to the next exit (i.e. on ramp on left, off ramp on right & vice versa) not mapped properly.
6) Road levels (both roads at level 0 when there is an overpass involved).
7) Roads that don't actually exist, or cars can't drive on.
In areas I only had driving rights to, but needed to fix something that was locked by a Country Manager, I would post in the forum, and wait, and wait, and wait... See

Just because someone has a high number of edits, doesn't make them QUALITY edits or even correct.
A better solution would be to have some sort of edit test for Area Managers, only allow area Managers & up have certain permission (i.e. the "Toll Road" flag, and **crosses fingers** the future "No Trucks" flag).
