The Restricted Turns layer is known to have problems included these "ghost" restrictions that exist without a junction.
They can be ignored.
As long as the connectivity between roads is good, then the routing will work.
I almost never used the "Restricted Turns" layer as I find it just makes things slow, is often wrong, and seldom helps.
