Standard WT/PB locking is on L1, except when these roads are part of a complex routing structure. If so, the roads should be locked on L3.

A complex routing structure refers to the role non-drivable roads play in the routing to destinations: where disconnecting a WT or PB can lead to a less favorable routing endpoint. Since the introduction of parking place suggestions based on walking time, it is important to connect PB's.
