Lock levels are not meant to keep you from editing the Waze map, only to make sure that you have a more experienced editor helping you along the way as you learn the ropes.
Most regions use Discord as their primary discussion platform for mentoring and unlocks. I can give you an invite link to your regions Discord server if you let me know where you will be editing.
