Can't suggest connecting one segment to another

Standard bug
Steps to reproduce this issue:

1. In incognito mode with all scripts disabled, visit the PL below
2. Try to drag the selected segment’s B node to connect it to the A4 freeway
3. The edit is reverted and a message is shown: “To edit another section, send your current edits for review”. This is incorrect, since the page was just loaded and there are no current edits.
