As for Alto Caracol, as I mentioned above, I haven’t found a source that confirms the creation of the district.

I saw that, they call it a district, but I haven’t found a municipal law for it, and it’s not listed as a district in the municipality’s history or by the IBGE (Brazilian Institute of Geography and Statistics). That’s why I questioned it; calling it a district is common, but being a district requires a municipal law.

Check the City Council website of the mentioned Municipality to see if you can find the law that created this district.
It is also possible that the district was created by the same law at the time the municipality was established.
In some State Ordinary Laws prior to the 1988 Constitution, many districts were created alongside the creation of their respective municipality. (I believe this is the case here)
