I'm editor level 1 and I would like to add our parking lot on the map in Split, Croatia

Hello,

I would like to know how can editor level 1 add new parking place on the Waze map? I’ve watched the videos and followed every step, but when I click Save, error occurs and it says that I do not have permission to make some of the changes. Maybe the problem is that our parking lot already exist on the map but with details from the previous owner, so we would like to add new parking lot with our info.
