Unlocked. From what I can see this is not a true roundabout as Rodgers Ln appears to have continuous right of way.

I concur with your point, and have amended the roads to reflect that.
I’ve relocked it to level 3, though it may be better with a higher level lock, as, from a distance, particularly with the poor images at that location, it does look like a roundabout…
