In my AM area. I’m level 4, but I see no reason for this road to be locked at all.

I noticed because I wanted to upgrade it to “primary street” - although unclassified, it’s a wide road with white lines down the middle all the way, and is a much-used link between two A roads.

That’s an odd one. Unlocked. You might also take a look at that unconnected segment just to the east.
