Level 1 unkown editor drawn segment over the map without Map Suggestion

Steps to reproduce this issue:
Hi,
please investigate, how was it possible for lvl1 user to add segment without approval (map suggestion)

(segment was erased, but still, similar to Lithuania issue, when some level 1 user just drawn all over tha map).

Hey,

It seams I have the similar issue with new L1 user which linked to suggestion flow.

We have an example with user which was registerd 13.03.2026 and created HN that day without any approvment from our side (suggstions from him).

I’m not sure that SAE was ever restricting new editors from adding new segments in their editable area.

As far as I understood it, SAE was only meant to allow editors without sufficient permission to edit some map features, to well, edit them as suggestions. But never to prevent from making edits they have the permission to (creating a segment is a L1 action).
