Reason for request:
Adding new segment for Hebron Way that was officially opened today. This new segment connects back to a new roundabout on Major’s Path.

Here is the permalink to original segement that was lowered and the new segment of that road that was added. I would assume it would all now go to a level 2 lock.

Before I lock it back to L3, could you explain the reason for the segment separation on Hebron Way?
Also the right turn from Hebren Way to Carolyn Dr is disabled on the editor. Is it correct?
