Reason for request: To enable the two turns into Dock St
(I’ve created this new short stretch of road, just needing to plumb it in now)

Relocked to L3.
I did think about leaving it at L2 since you seem to be the only editor in the area, but then I thought we need to guard against a novice who doesn’t know the area coming and moving the roads back to the aerials.
