Reason for request: There is a UR stating that this segment (dirt road) is permanently closed. I’m not sure why it is locked to level 5.
The lock on these segments is to prevent the reattachment of the segments that were pulled away from the main road to indicate there are closed, unless the reporter is stating they were being routed across the separation, then they were only stating what is already mapped.
