Locking Highways

Exactly. Because we aren’t, say, North Carolina, we need to balance our locking with what areas really need. The real grey issue for me here is how we treat suburbs. At what point do we start asking where “rural” ends and “urban” begins, because in most of our cities (exception is Myrtle Beach) the boundary is quite fuzzy. While it is always going to be a judgment call, a general guideline would be useful.
