Based on what I know about Waze so far, I think the problem is with having one and only one “major highway” on the map in the northeast. The routing engine seems to ignore the larger highway system, even though US-23 really isn’t any bigger or faster than the other highways.
Adding M-33 and M-32 as major highways based on their functional classification might help. They are both considered principal arterial highways.
