IMO this is a general page on penalties, and getting into more specifics on how to map parking lots and private developments should be kept on separate pages.
If I am reading this correctly, the penalty for private roads is greater than parking lot roads, can we provide that level of guidance on the page of PVT > PLR or would maybe guidance of don’t mix penalties without expert guidance? Where would the “Off-road / Not maintained” fall in comparison?
You are correct (surprise ), I need another cup of coffee, and looking at the other pages it does note the implications of Private as being “almost absolute”, the fun of piecing it all together.
