Is it the sense of the Waze community that a parking structure (e.g., 800 J St) may be mapped as a small parking lot?
Underground/inside garages don’t necessarily need to be mapped completely, but in the past, I have put at least the entrance/exit segments, and often connect them together because then Waze can at least guide you out the nearest exit (that it can figure out; GPS reception may be useless).
In this case the entrance and exit are side-by-side.
The advantage here is that the parking lot road is likely to be close to any geocoordinates for the building and routing to get onto the parking lot road will bring the driver to the side entrance rather than to the front of the building.
The road does not represent the internal layout of the garage or even the exact point of entry.
